Congress implemented the Families First Coronavirus Response Act at the start of the pandemic. In exchange for enhanced federal funding, Medicaid was required to keep all individuals enrolled through the end of the public health emergency.
Before the pandemic, several factors played a role in people losing their Medicaid coverage. If they began making too much money, gained healthcare through a new employer, or moved out of state. When these factors halted to accommodate Americans in distress, Medicaid enrollment grew by 5 million between 2020 and 2022. In December 2022, Congress passed the Consolidated Appropriations Act, which declared that the Medicaid provision that barred states from disenrolling members would expire on March 31, 2023.
